Development and building the aircraft is an extreme complicated process. It requires lots of time and funding but once when technology and secrets are become fully conquered cars are going to be fully replaced with drones and will be sent to history.
There are very few of regulations regarding drone because there are no passenger drones yet in commercial purpose but once when drones become commercially affordable, safe and when governments declare regulations air vehicles will soon replace ground vehicles.
